Description/Blazon
Upon an evenly divided dark blue and scarlet field the 38th Infantry Division's shoulder sleeve insignia, above a dark blue scroll edged in gold inscribed "38TH INFANTRY DIVISION BAND" in white and below a dark blue scroll edged in gold surmounted by seven white cloud-like symbols derived from the Division's distinctive unit insignia.

Symbolism
The colors scarlet and dark blue are taken from the 38th Infantry Division shoulder sleeve insignia and the Adjutant General's Corps.  The 38th Infantry Division shoulder sleeve insignia is incorporated into the tabard and drum designs.  The cloud symbol on the drum and mace is derived from the Division's distinctive unit insignia.  The twisting funnel on the baldric and mace represents the unit's motto "CYCLONE."  The checky field on the baldric and band of the mace alludes to Indianapolis, the home area of the unit.  The 38TH Infantry Division's World War I and II campaign credits and decoration are indicated by ribbons on the baldric.
